343i has just announced the Competitive Skill Rank System (CSR) for Halo 4. It will be powered through Halo Waypoint and will put you in matches with people of similar skill in matchmaking. The CSR rates your skill based on match out-comes on a scale of 1 to 50. The short version of CSR will be available early next year in an update. Go here for more information.
